creating a devcert

I have a problem: I have created a scr file, which I tried to upload. But the website says that I need to purchase a Publisher ID. Doen anyone know how I can create a devcert, without buying a Publisher ID? Thanks.

You don’t have to purchase a publisher ID. Just use the “OpenSigned” option, unless you plan on using it commercially.
From the website’s FAQ:
Open Signed enables developers to sign and deploy applications on a limited scale for testing, and for non-commercial and personal use, without requiring a Publisher ID.

I get a message which says:
FAILURE: Submitted .sis file uses a UID that is not allocated to the account holder matching this email address (0x2000013a )
