Why things get slow in internet when I’m downloading somethi

Here is a thing I would like to know.
Why online games or even streaming gets VERY slow when I downloading something that uses only 50% of my full ISP speed?
This is a well known fact to me for years (7 years). Using differente ISP, cities, computers, laptops.
Eg: I monitored how much bandwith Warcraft III online consumes, and it’s 4kbp/s maximum. Then how come it gets IMPOSSIBLE to play (because of the lag) if I am downloading something?
ps: there is no upload interfering . It isnt torrent
Its still 50% less speed than you have without downloading.
