Reduce size of a DVD Rip

There was a program I remember that you could load up an .avi and type in what size you wanted it to be and it would shrink it to the size you wanted like to make a 1 CD 700MB rip. Anyone know the name of it?

It was a program that you can type in either the size you want or a certain bitrate and it shrinks it down without toching the resolution or anything just the bitrate.

ConvertXtoDVD….but lots of quality will be lost.
