SBRotator does it, but it is not compatible with iOS 5. I have to ask though, why in the world would you want to do it?
btw that homescreen is also upside down.

It only turns the icon. Is it really that hard for you to determine what app you are looking at because it is sideways? I mean no offense. That is a serious question.
