Convert the movie from (.avi.rmvb or any) to flv, on the menu you will see a option to resize the video.
After converting to flv, convert it back to avi and your done.

I dont know it total video converter changes the resolution but you can give it a shot.

LOL, sorry for confusion i want HQ videos, which the max setting is at 640 by 480, which will fill it up

Has a lot of conversions. 640 by 480 included but not sure if it works for iPhone, it saids ipod but worth a shot.
WinAvi will let you set it to whatever size you like.
