cannot delete a file in windows 7

I have a file saved in my downloads file to delete. When i go to delete it i get the message ‘could not find this item. This is no longer located in [file address]. Verify the item’s location and try again.’
It was an old mp3 that i cancelled. It is 0 bytes and just the blank file icon.
Anyone know how i can delete it.

try rebooting the machine and then deleting it.

Boot in safemode, then delete it

thanks. found this and it worked.
To delete ‘files not found’
1) Open up Command Prompt (CMD)
2)type in cd then the location of the file or folder
(in my case c:\users\james\desktop)
3)type in dir /x
4)Next to the file or folder you want to delete it will say the files 8.3 name (ex. FILENA~1 , FOLDER~1)
5)type del then the files 8.3 name (ex. FILENA~1 , FOLDER~1)
